The House of Representatives approved on second reading House Bill 7422, seeking to mandate the integration of the National Building Code of the Philippines (NBCP) as a major subject in the higher education curriculum of Architecture and Engineering courses and as a topic of licensure exams.

The proposed “National Building Code Integration Act” is principally authored by Rep. Aurelio Gonzales Jr. It provides that the State must ensure future engineers and architects should have sufficient knowledge in the construction of buildings and non-building structures to minimize safety incidents and ensure the safety of the public.

The bill states this is in the interest of protecting citizens, safeguarding their life, health, property, and public welfare, consistent with the principles of sound environmental management and control.

The NBCP, enacted into law on August 26, 1972, provides for all buildings and structures a framework of minimum standards and requirements by guiding and controlling location, siting, and design.

The NBCP also establishes standards for quality of materials, construction, use, occupancy, and maintenance, including environment, utilities, fixtures, equipments, and mechanical, electrical, and other systems and installations.

In line with the mandate of the Commission on Higher Education (CHED) under Republic Act No. 7722, the CHED shall be responsible for the development and integration of a course on the NBCP as a major subject in the higher education curriculum of Architecture and Engineering courses.

Frequently Asked Questions

Under House Bill 7422, the NBCP is being transitioned from a minor reference to a mandatory major subject within the Bachelor of Science degrees for Architecture and various Engineering disciplines. This substitution ensures that foundational safety standards are not treated as secondary knowledge but are central to the academic journey. By making the code a major subject, the state aims to produce professionals who are deeply versed in the minimum requirements for siting, design, and construction before they enter the field.

A frequent mistake in professional practice is the inconsistent application of quality standards for materials and mechanical systems, often due to a lack of rigorous testing on the building code during licensure. By mandating the Professional Regulation Commission (PRC) to include the NBCP as a core topic in exams, the bill ensures that every licensed Architect and Engineer has demonstrated a high level of competency in public safety protocols. This shift is designed to minimize safety incidents and protect the life, health, and property of citizens.

The National Building Code provides a comprehensive framework that includes the quality of materials, occupancy classifications, and the maintenance of essential utilities. Future engineers—specifically those in Mechanical, Electrical, and Sanitary fields—must now study the NBCP’s standards for fixtures, equipment, and complex installations as a formal part of their degree. Mastering these systems within the context of the law ensures that environmental management and mechanical safety are integrated into every building’s design.

The Commission on Higher Education (CHED) is tasked with the development and integration of the NBCP course to ensure it meets the standards of Republic Act No. 7722. By consulting with stakeholders to formulate implementing rules and regulations, CHED ensures that the academic content evolves alongside modern construction technologies while staying rooted in the law. This professional oversight guarantees that the curriculum remains relevant to the changing needs of the built environment in the Philippines.

The NBCP establishes the minimum standards for how a building interacts with its surroundings, specifically guiding the location and siting of structures to ensure they do not pose risks to the community. By controlling these factors, the code safeguards public welfare and ensures that all non-building structures are consistent with sound environmental management principles. Professionals trained in these standards are better equipped to design urban spaces that are safe, organized, and resilient against environmental stressors.
